Board Meeting Minutes: November 8th, 2022

7:00 pm Farmington Community Center

Board Members:

Absent: C. Contreras, J. Cragin, H. Monnerat.

Proceedings:

• Meeting called to order at 7:09 p.m. by President L. Gezelman.
• Motion to approve October meeting minutes by M Duchow. Seconded by C. Castrogivanni. Approved.
• The President solicited items for new business.

Treasurer’s Report: Report presented by A.J. Singh. The report will be placed on file. 

Tax Collector Report: Report presented by M. Duchow. Some payments came in as a result of liens placed last month.  5 additional properties have been turned over to our lawyer for collections.  The report will be placed on file.

Lake Report: The President has been cleaning the beaches and lake property.  He will also be talking to the lake treatment company about the lake and future cleanings.  Conversation was had about the apparent lack of fish in the lake.

Old Business:

• 5 trees at the end of school street were removed by American Landscaping.

• Meeting called to order at 7:05 p.m. by President L. Gezelman.
• Motion to approve August meeting minutes by M. Duchow. Seconded by J. Cragin. Approved.
• Motion to approve September meeting minutes by C. Castrogiovanni. Seconded by J. Cragin. Approved.
• The President solicited items for new business.

Treasurer’s Report: Report presented by A.J. Singh. The report will be placed on file. 

Tax Collector Report: Report presented by M. Duchow. We added one new member on Rio Rd.  48 liens were placed last week.

Lake Report: All treatments have been completed.  The president solicited a year-end report from our treatment company.  Quotes for 2023 will be in hand by January.

Encroachment Committee: N/A

Event Committee Report: Regatta and picnic were both a success.

Old Business:

• A quote of $9,100.00 for the removal of 5 trees at the end of school street from American Landscaping was received. H.Monnerat made a motion to cut down the trees.  Seconded by C. Contreras. Approved.

Board Meeting Minutes: September 13th, 2022

• Meeting called to order at 7:05 p.m. by President L. Gezelman.
• August meeting minutes will be voted on at the October meeting.
• The President solicited items for new business.

Treasurer’s Report: Report presented by A.J. Singh. The report will be placed on file.  Discussion about the Peoples/M&T bank transition.

Tax Collector Report: Report presented by M. Duchow. Currently there are 53 delinquent accounts which is higher than this time last year.  An additional email will be sent to address this.

Lake Report: The last lake treatment of the year was Tuesday September 6^th.  We will receive a follow up report about how the treatment went.  We also received reports from the BBHD that informed us that the lake water is/was at good levels for swimming for the summer.

Discussion about the carp in the lake and what options are for removal.

Encroachment Committee: N/A

Event Committee Report: Regatta and picnic was a success.

New Business:

• Tree Estimate from McLellan in the amount of $12,500.00 for removal of 5 trees at the end of school street at the end of school street. The President will contact the power company and inquire about removal. Additional quotes from other companies will be solicited.
• An LGIA sign on Rio Road needs to be moved to Circle Drive to be more in line with lake boundaries.

June 2022 Meeting Minutes

Board Meeting Minutes: June 14^th, 2022

7:00 pm Farmington Community Center

Board Members:

Present: P. Anthony, C. Castrogiovanni, J. Craigin M. Duchow, L. Gezelman, R. Frey, C. Scully.

• Meeting called to order at 7:01 p.m. by President L. Gezelman.
• Vote to approve April meeting minutes. Motion made by M. Duchow, Second by C. Scully.
• Motion passed.
• The President solicited items for new business.

Treasurer’s Report – Report presented by L. Gezelman.  The report will be placed on file.

Tax Collector Report – Report presented by M. Duchow. Over 60% of accounts are paid.  The delinquencies are the lowest they have ever been. The report will be placed on file.

Lake Report – Second treatment of the lake was completed on 6/13.

Encroachment Committee – Property surveying was discussed.

Event Committee Report: Movie night was a success.  The events committee will discuss another outdoor movie night.

New Business:

TruGreen came out to quote spraying of poison ivy on Rio Road.  The quote was for $500.00.  Motion made by J. Craigin to treat the area for the quoted amount.  Second by M. Duchow.  Motion passed.

Potential for an additional boat rack at Children’s Beach was brought up by J. Craigin.

Dock by the dam is submerged and needs attention.  It will be looked at by the president and vice president.

Coyote Joe is missing and Children’s beach is now covered in goose poop.  J. Craigin made a motion to offer a $25.00 reward for the return or information. C. Castrogiovanni Second. Motion passed.  Other discussion about Children’s Beach cleanliness and solutions.

Discussion about dumping in the woods on Lakeview.  It is being looked at.

1. Castrogiovanni brought up discussion about sand at the beaches.

Comments from Members:

Question about taxes we are paying on building lots around the lake.  All lots are being taxed at the lowest rate.

Treasurer’s Report – The treasurer’s report was presented by A.J. Singh. $130,350.34 net per the report.  The budget will be put together with our current tax rate and a proposed increased rate.

Tax Collector Report – Report was placed on the record.

Lake Report – The lake treatment contractor has been paid and will be seeking state permits.

Encroachment Committee – N/A

Event Committee Report

-Easter Egg Hunt date was proposed for April 9^th at 10:30 am at Children’s Beach.

-Outdoor Movie Night will be on May 20^th at Children’s beach at 7:00pm.  Rain date May 21^st.

-Regatta/Picnic will be on September 10^th at 11:00am at Battistoni Beach.

-L. Gezelman presented quotes for outside landscaping companies to maintain lake property.

• Voted to approve December meeting minutes after amending to include discussion about getting additional landscaping quotes.
• The President solicited items for new business.

Treasurer’s Report – The treasurer’s report was presented by A.J. Singh.  A.J also solicited help for determining allocations for next year’s budget.

Tax Collector Report – Report was presented by M. Duchow.  Three accounts were paid off last month.

Lake Report – A quote for the 2022 treatment plan was received: $15,190.  This is $1,475 higher than last year because it includes treatment of Bull Pond.

• Discussion about the need to increase annual assessment for the 2022 budget.
