Board Meeting Minutes: November 9th, 2021

7:00 pm Farmington Community Center

 Board Members:

Present: P. Anthony, C. Castrogiovanni, J. Craigin, C. Contreras, M. Duchow, L. Gezelman, H. Monnerat, C. Scully, A.J. Singh, R. St. Pierre.

Absent: R. Frey

Quorum present? Yes

Proceedings:

• Meeting called to order at 7:07 p.m. by President L. Gezelman.
• Motion to approve October meeting minutes by H. Monnerat. Seconded by R. St. Pierre Motion passes.
• The President solicited items for new business.

Treasurer’s Report – The treasurer’s report was presented by A.J. Singh.

Tax Collector Report – Report was presented by M. Duchow. Four payments came in this month.

Lake Report – The Pond and Lake Connection will be contacted for a contract in January of 2022.  We will also ask to add a treatment of Bull Pond.  This will be presented for the January board meeting.  Discussion about the winter draw down ensued.

Encroachment Committee – no report

Event Committee Report – Winner of the Halloween contest was on Birch Street.

New Business:

• Stump grinding/removal quotes at Children’s Beach and Rowe Street was discussed. Monnerat made a motion to remove the stumps. Seconded by R. St Pierre. Motion passed.
• Craigin suggested that L. Gezelman get a quote for a liability policy for the work he is doing around the lake. Quotes are also being solicited for the previously stated work.
• Horseshoe pits at Children’s Beach will be disassembled as they are in a state of disrepair.

Motion to adjourn the meeting by J. Craigin. Seconded by M. Duchow. Motion passed.  Meeting adjourned at 7:42 PM.

Board Meeting Minutes: October 12th, 2021

• Meeting called to order at 7:04 p.m. by President L. Gezelman.
• Motion to approve September meeting minutes by H. Monnerat. Seconded by M. Duchow Motion passes.
• The President solicited items for new business.

Treasurer’s Report – The treasurer’s report was presented by A.J. Singh.

Tax Collector Report – Report was presented by M. Duchow. 29 liens were places for delinquent tax bills.

Lake Report – The Pond and Lake Connection will be contacted in November for the 2022 treatment plan.  The board was happy with the treatment this year.

Encroachment Committee – no report

Event Committee Report – Halloween decorating contest was announced.

• Boat clean-up was discussed.

New Business:

Board Meeting Minutes: September 14th, 2021

Board Members:

Absent: J. Craigin, R. Frey, A.J. Singh.

Proceedings:

• Meeting called to order at 7:07 p.m. by President L. Gezelman.
• Motion to approve August Meeting minutes by R St. Pierre. Seconded by M. Duchow Approved.
• The President brought up items for new business.

Treasurer’s Report – The treasurer’s report was presented.

Tax Collector Report – Report was presented by M. Duchow. We added one new member on Monce Road.  Payments continue to come in for taxes.

Lake Report – Final treatment on the lake was completed on September 8^th.  The annual lake report from The Pond and Lake Connection was discussed.  The board was happy with the treatment this year.

Encroachment Committee – no report

Event Committee Report – The regatta was a success.

Old Buisness:

• Boats at Battistoni Beach are still on the ground, but the beach is looking better. Unmarked boats will be removed in October per the LGIA Newsletter.
• The moorings in the lake were discussed.

New Business:

• Discussion about non-members using the beach.
• Overseeding of the dam area was discussed. Our engineering firm brought up a deficiency on the berm area of the damn. H. Monnerat made a motion to have the dam area overseeded.  Seconded by M. Duchow. Motion passes.
• Mountainview Road has been damaged by water and is washing out. There is a proposal in the amount of $750.00 to curb the road to address the problem. M. Duchow mad a motion to curb Mountainview Road.  Seconded by R. St. Pierre.  Motion approved.
• Pleasant Street lot that is owned by the association was discussed at length.

Motion to adjourn the meeting by M. Duchow.  Seconded by C. Scully. Motion approved.  Meeting adjourned at 8:12 PM.

August 2021 Meeting Minutes

Board Meeting Minutes: August 10th, 2021

Board Members:

Proceedings:

• Meeting called to order at 7:00 p.m. by VP, J. Craigin
• Motion to approve July Meeting minutes by R. St. Pierre. Seconded by C. Castrogiovanni. Approved.
• Board Vice President J. Craigin called for items of new business

Treasurer’s Report – A.J. Singh presented the treasurer’s report.  Computers that were approved at last month’s meeting will likely be purchased in the month of August.

Tax Collector Report – Report was presented by M. Duchow LGIA has one new member on Colony road. Eighty residents still owe 2021 assessments. As of August 15^th liens can be placed on delinquent properties.

Lake Report – The lake has been treated multiple times and looks good.

Encroachment Committee – no report

Event Committee Report: The Regatta/picnic is scheduled for September 11^th.

New Business:

• The pothole on Dover has gotten bad.
• J. Singh received a written letter from a LandSeason to purchase a lot on Lake Street.
• A radio controlled boat being on the lake was discussed.
• Geese poop and geese prevention methods were discussed. Motion by C. Castrogiovanni, seconded by R. St. Pierre to spend no more than 100.00 on a fake coyote to deter geese at Children’s Beach.

Motion to adjourn the meeting at by C. Anthony seconded by C. Castrogiovanni. Motion passed.  Meeting adjourned at 7:41 PM

Approval of May meeting minutes: Motion to accept: C. Castrogiovanni. Second: R. Frey. Motion passes.

Treasurer’s Report: Report presented by the treasurer. Treasurer’s Report will be placed on record.

Tax Collector’s Report: Tax Collector was absent, no report presented.
Lake Report: Waiting on the state for approval to treat the lake. L. Gezelman will continue following up.

Old Business:
Encroachment Committee: The wall at Pleasant Street has been removed.
Events Committee: Picnic/Regatta date suggested for September 11th.

Board Meeting Minutes: May 11th, 2021

Proceedings:

Jerry Burns – Burlington Zoning Enforcement Officer – Shared about regulations for building permits and wetlands regulations.  He also referenced FEMA regulations.

Meeting called to order: L. Gezelman by at 7:05 pm

Approval of April meeting minutes: Motion to accept: C. Castorgiovanni. Second: M. Duchow. Motion passes.

Treasurer’s Report: Report presented by the treasurer.  Report will be placed on record. 

Tax Collector’s Report: New accounts were approved and there are now 511 accounts part of the LGIA. Noted that there were 35 seniors that are a part of the association and receiving the discount.

Lake Report: The president noted that we are waiting on the state to approve any work being done on the lake.  Once that is approved, lake cleaning will begin.

Old Business:

Encroachment Committee: No Update

Events Committee: A small cleaning will be done on May 15th for a few trails around the lake.  Project led by R. Frey.

New Business:

A letter was received about drainage and an old fish pond that need to be addressed.  L. Gezelman will be following up with the member.

Board member removal: Motion made to remove board member Cheryl Byrne citing article 8 section M   of the LGIA handbook. Motion R. St. Pierre. Second C. Scully.  Motion passes.

Meeting called to order: J. Cragin by at 7:02 pm

Approval of March meeting minutes: Motion to approve: C. Anthony. Second: C. Scully.  Motion passes.

Treasurer’s Report: Report presented by the treasurer.  Motion to accept by H. Monnerat. Second:      M. Duchow.  Motion passes.

Tax Collector’s Report: Report presented by the tax collector. The association currently has 504 members, all but 26 are paid.  15 lien releases have happened in the past month.  10 accounts are currently in collections for being above $500.00. Motion to approve: M. Duchow. Second:  A.J. Singh.  Motion passes.

Lake Report: The president will contact the lake treatment company upon his return about current algae concerns.

Old Business:

Encroachment Committee: No Update

Events Committee: Clean-up day on May 15^th at Moore Beach.  This event will be circulated via our social media and e-blast.

New Business:

Bonfires: There was some concern about bonfires happening on lake property. The president will be contacted about these concerns and members were encouraged to call the fire department if they see fires.

Board Meeting Minutes: December 8th , 2020

Meeting called to order: by L.Gezelmen at 7:04 pm

Approval of November meeting minutes: Motion to approve: J. Cragin Second: C. Castrogiovanni. Motion passes.

Treasurer’s Report: Report presented $140,053.32 net in our account.

Tax Collector’s Report: A large overdue account was paid.  We are now down to two large accounts.  The number of overdue accounts is up from last year.  Liens will be placed after the January meeting.

Lake Report: The lake will be lowered by two boards in two weeks. It will be then lowered at the beginning of March based on weather at the time. The objective is to have the lake back to normal levels by April. Lake maintenance plans for next year were discussed briefly.

New Business:

Spring Cleaning: A suggestion from R. Frey to get members involved in a spring cleaning project.  This will be discussed again in the spring.

Boat Racks and Boat Committee: Stainless numbers for boat racks were found by C. Castrogiovanni.  Stickers with LGIA logo for boats were also researched. Discussion about the registration of boats and was discussed for spring. A plan and communication to members will be drafted before the March newsletter goes out.
